The State Library and archives was required by federal law through the Library Services and Construction Act (LSCA) to develop and maintain a comprehensive five-year plan that would identify Tennessee's library needs and meet goals and objectives specified in the plan. Records consists of the raw drafts, final program, and responses to the nine goals and objectives of the program.
